Assessment of PFM system in 7 Georgian municipalities by applying PEFA indicators
The objective of the project is to assess PFM systems by PEFA indicators in 6 following municipalities:
- Telavi Municipality;
- Akhaltsikhe Municipality;
- Kvareli Municipality;
- Borjomi Municipality;
- Dedoplistkaro Municipality;
- Lanchkhuti Municipality.
The project has 3 objectives to achieve the final results in target municipalities. These objectives are the following:
1. Assessment of Public Finance Management using Subnational Government (SNG) PEFA assessments;
2. Develop recommendations with a relevant timeline to address the weaknesses revealed in PFM;
3. Assessment of Public Finance Management taking into account Gender sensitivity aspects using “Supplementary Framework for Gender-Responsive Public Finance Management”.
The final objective of this project is to support the Government of Georgia improve its PFM framework at the local level in order to contribute to fiscal sustainability and service delivery. One of the aims of the project is to identify gaps and challenges in PFM reform implementation in line with an internationally accepted framework, so that Georgia can develop a strategy to address them.
