The methodology of program budgeting was updated on the part of municipalities and autonomous republics. Annex 4 and 5 of the order of the Minister of Finance. Major Updates:

• More emphasis is placed on the development of the document of priorities;
• It is necessary to develop a medium-term action plan;
• The format and structure of the budget was written in detail;
• The phases and calendar of the preparation of the budget project were specified and written;
• The phases and calendar of the preparation of the budget project were specified and written more clearly;
• The calculation methodology for management and regulation-type; programs was separately identified and determined;
• The structure of budget execution report forms was defined.
