Support to Bolnisi, Dmanisi, Marneuli, and Rustavi municipalities in preparing 2022 Municipal Budget Execution Reports and discussing them at Sakrebulo public hearings.

1. Review decrees of the selected municipal Mayors on preparations of 2022-2025 Priority Documents and 2022 program budget, together with annexes.
2. Hold a series of meetings and discussions with selected municipal department heads, to collect the data and analyze 2022 budget implementation against the performance indicators for programs/sub-programs.
3. Provide coaching and assistance to the selected municipalities’ staff in preparation of annual budget execution/implementation reports;
4. Prepare the selected municipal budget execution/implementation report for the 2022 Budget in compliance with the program budget methodology approved by the Minister of Finance Order N283 on July 27, 2018.
5. Hold a series of meetings with selected municipal Sakrebulo’s Finance & Budget commission members and staff to assist them in analyzing the budget execution/implementation report, and in preparing the subject matter critical questions for the budget execution/implementation report hearings.
6. Support the selected municipality City Hall and Sakrebulo in organizing the budget execution/implementation report public hearing involving the participation of various municipal program’s beneficiaries including those representing vulnerable groups.
