Assessment of PFMS in Georgian municipalities by applying PEFA indicators
Description:
CBI conducted Subnational PEFA assessments in Tkibuli, Dmanisi, Lentekhi, Tsageri, and Khelvachauri municipalities, evaluating their PFM systems for the 2019–2021 period using the full set of PEFA PI indicators and GRPFM gender indicators. The team collected and validated evidence across all core PFM functions, scored indicators in line with SNG PEFA guidance, and identified key strengths and weaknesses. CBI prepared three-year recommendations with measurable target indicators to guide municipal improvements and ensure compliance with PEFA methodological requirements.
