Over the last decade, Georgia has actively conducted reforms in the direction of public finance management, where the effective introduction of program-based budgeting plays an essential role.
According to the Budget Code of Georgia, the local governments have been developing budgets in a program format since 2013.

An overall objective of CBI’s support is to further strengthen public financial management capacity of Kobuleti and Telavi Municipalities and effectively implement select PEFA recommendations.
The specific objective of this assignment is to support Kobuleti and Telavi Municipalities in the elaboration of FY2022 Program Based Budget Packages in compliance with the latest program budget development methodology.
